Fourth Time Lucky?
April 2007 | Ratings UpdateHonduran President Manuel Zelaya has launched a fourth anti-crime initiative, which calls on army troops to help fight the growing problem of the drug trade. This follows a spate of drug-related murders, including those of two high ranking police officers last month. In 2006, 3,118 homicides were recorded in Honduras, the equivalent of 42.6 per 100,000 inhabitants, which is reflected in the 'Law and Order' category of our structural political ratings. The score of 3 (of 10) represents the fact that many criminals go unpunished, and is only one point above total
