Although it has been three months since President Luiz Inácio Lula da Silva started his second term as president of Brazil, he has not yet named his cabinet. Indeed, Lula has already delayed the nomination of his ministers four times and is now expected to do so only after the national convention of key Lula ally, and largest congressional party, the PMDB in March.
