Doubts Cast On Arias' Plan

BMI View: Costa Rican President Óscar Arias has unveiled a national development plan for the rest of his presidential term to 2010, which envisages a sharp drop in poverty and sustained above-trend economic growth. Development issues aside, the plan also has political implications for Arias' economic agenda.
