That said, there were some positive signs at the end of 2006. Acting President Raul Castro offered to resolve the long-running dispute with the US 'at the negotiating table' in early December. Furthermore, members of the Bush administration visited Cuba at the end of December to meet foreign minister Felipe Pérez Roque and industry minister Yadira García, among others. Overall, however, we believe that an end to the 44-year old US embargo on Cuban commerce would take a considerable shift
