December 2006 | Ratings UpdatePresident Lula has indicated that he would like to form a council of former Brazilian presidents. Whilst former President Fernando Henrique Cardoso, from the opposition's PSDB welcomed the suggestion, he was unsure whether Lula was fully committed to the idea. This is because Lula had already mentioned it in April 2006, and it had failed to bear fruit. Secondly Cardoso was also concerned that it was a political ploy in order to reconcile Lula's party with the opposition. We remain unconvinced that amid Brazil's fragmented political scene that it can truly be a driver of reform.
