Diplomatic Stalemate

BMI View: Guatemala's hopes of becoming a non-permanent member of the UN Security Council in 2007 and 2008 were dashed by a highly politicised voting stalemate in the General Assembly. This is a setback for Guatemalan foreign policy, and will increase the acrimony between Guatemala and its competitor for the seat, Venezuela.
