Chavez Conceding Defeat?

The race between Guatemala and Venezuela for a non-permanent seat in the UN Security Council took an unexpected turn yesterday, when Bolivian President Eva Morales asserted that President Hugo Chavez offered Bolivia the chance to take over Venezuela's candidacy. The announcement came after the 35th ballot of the General Assembly still provided no clear winner and continued the deadlock. So far Guatemala has won 34 out of the 35 votes, but failed each time to gain the necessary two-third majority to be awarded the non-permanent seat. The Guatemalan Foreign Minister Gert Rosenthal stressed that he had no prior knowledge
