The Spanish company Ence announced that it will not construct its paper pulp mill directly in Fray Bentos, but will relocate five miles further downstream, in order to reduce the environmental impact of the mill. The planned construction led to a diplomatic row with Argentina, which has strongly opposed the building of the plant.
