Business Environment: Opening For Business?One factor considered in our new business environment ratings is a country's openness in market orientation. Luis Ramirez, Chief Executive of state oil firm Pemex , has warned that upwards of US$18bn needs to be injected into expanding oil production in 2007 in order to offset declining levels of output.
