Antigua and Barbuda is a constitutional monarchy that achieved independence from the UK in 1981. The Queen of England remains the head of state, while the head of government is the prime minister. The last parliamentary election was held in March 2004, and the United Progressive Party (UPP), led by Baldwin Spencer, won a large majority with 55.3% of votes cast, gaining 13 of 17 seats in the lower house of parliament.
