January 2006 | Ratings UpdatePolitical noise continues to emanate from Ecuador. In January President Alfredo Palacio called an extraordinary session in Congress to attempt to convince legislators of the need for a constituent assembly to reform the constitution and an electoral tribunal. However, for fifth time Congress rejected the proposal by 68 votes to 12, forwarding it on to the Commission for Constitutional Affairs where we expect the suggestion to fall on deaf ears. The constituent assembly is a controversial issue because it would have the power to replace both Congress and the president. However, with a threat of impeachment already hanging over him,
