Venezuela announced in late July its intention to withdraw from several international human rights forums. The announcement came following a decision by the Costa Rica-based Inter-American Court of Human Rights, which sided against Venezuela in the case of Venezuelan refugee Raul Diaz. Diaz had fled to the United States after being convicted of political violence in Caracas. Venezuela has also announced its intention to withdraw from the Washington-based Inter-American Commission on Human Rights and the American Convention on Human Rights, part of the Organization of American States. The decision reaffirms our low political risk rating for the country and Venezuela's poor human rights situation.
