June 2012 | Ratings UpdateCosta Rica's attorney general for ethics cited Vice President Luis Liberman and Minister of Education Leonardo Garnier for violations in a June report. According to local press, Liberman and Garnier provided state refinery Refinadora Costarricense de Petróleo with letters of recommendation for hiring a company owned by Gladys González, one of Garnier's advisors, and former Finance Minister Fernando Herrero. Such letters of recommendation are prohibited under Costa Rican law. Herrero is one of several ministers who resigned in recent months due to scandals, and this will likely provide another challenge for Chinchilla and her government in coming months.
