Governor of Puerto Rico, Luis Fortuno, has proposed a plan requiring all public schools to teach in English rather than Spanish in a bid to encourage full English fluency across the island. Fortuno is a strong proponent of Puerto Rico eventually becoming a US state and believes that encouraging fluency in English is key to accomplishing this objective. That said, there has been significant resistance to his proposal from senators of the main opposition party as well as well as from some civil society leaders. We believe this indicates that the debate about Puerto Rico's status is unlikely to be resolved any time soon.
