Despite putting forward a security policy broadly similar to the current administration's, Partido Revolucionario Institucional candidate, Enrique Peña Nieto, continues to poll best amongst voters who disapprove of the president's policies. Peña Nieto's most recent proposal includes the creation of 40,000 person "national gendarmerie" staffed by former soldiers and the continued utilisation of the military to fight the cartels until the new force can be fully trained.In contrast, Andres Manuel López Obrador of the Partido de la Revolución Democrática has been a consistently outspoken critic of President Calderón's militarised approach to dealing with the cartels, emphasizing social reform as key to addressing the elevated violence.
