Costa Rica's ruling National Liberation Party (PLN) proposed a constitutional reform that would give elected officials perpetual immunity to criminal charges committed during their appointment. According to PLN leader, Jorge Villanueva, perpetual immunity would only apply to politically related criminal charges, and ensure all non-political crimes are prosecutable. However we believe the proposal will not receive the congressional support needed for ratification, particularly given President Laura Chinchilla publicly expressed her opposition on March 30. That said, the proposal's passage would negatively impact Costa Rica's political risk rating.
