BMI View: Multinational pharmaceutical companies will open more manufacturing facilities in Foreign Trade Zones (FTZs) in Puerto Rico to benefit from the low tax rate and below-average production costs. However, they have to monitor problems that have emerged during recent years, such as growing operational costs and production quality issues, as well as the local government's industry policy. On the other hand, the government has to take into consideration of the companies' concerns and respond to their need to keep its edge against its pharmaceutical production hub
