January 2012 | Ratings UpdateGuyana's major opposition parties, A Partnership For National Unity (APNU) and Alliance For Change (AFC), together garnered a one-seat parliamentary majority in the November 2011 general election. However, the two parties remain deadlocked over the nomination of a speaker for the National Assembly. According to local news reports, the APNU tentatively agreed to a rotating speakership in early January, though they will continue to hold talks to find a consensus candidate. These events are in line with our view that the country will struggle to make effective policy decisions following the November 2011 election, which produced the country's first ever minority government.
