Fiscal Reforms Represent Hollow Victory

While we are somewhat encouraged by the announcement that a third revision of the fiscal reform package is likely to pass through congress following approval from the opposition Acción Ciudadana Partido (Citizen's Action Party), we believe the scope of concessions granted highlights the weakness of both the original fiscal reform package, and President Laura Chinchilla's ability to form effective policy.
