In late September, the Chilean government and protesting university students agreed to meet and begin negotiations on the tricky issue of whether education should be for free or for-profit on October 5. While education reform has become a major topic of controversy in recent months, as the protesters have hit the streets thirty-six times in the last four months, government efforts to appease their demands, such as increasing the education budget by 7.2% in the 2012 budget have still not improved relations.
