On August 8, Paraguay's President Fernando Lugo responded to his extremely low opinion poll ratings by comparing them to those of US President Barack Obama. Lugo was responding to his disapproval rating of 52.1%, which we regard as an attempt to divert focus from the electorate's weak response to his attempts to get support for a proposed constitutional reform which would allow him to run for a second term in the 2013 presidential election. With a weakening ruling coalition, and facing an increasingly belligerent congress, in our view, Lugo runs the risk of becoming an ineffective president, with a succession
