Bolivia's president Evo Morales' plans for a 300km highway is proving problematic with indigenous groups in the region after representatives failed to come to an agreement with the government. The issue is particularly embarrassing given the government's rhetorical commitment to indigenous rights, autonomy and the environment, and the apparent divergence in its actions. We believe that the opposition party will seek to turn upcoming judicial elections on 16 October into a plebiscite on Morales.
