Venezuelan President Hugo Chávez has returned to Cuba to begin his second round of chemotherapy. While the full extent of Chávez's condition remains unknown, he has vowed to run for a third, six-year term as president in the elections scheduled for next year, and claims he is confident he will win with a majority of more than 60%. However, even without question marks over his health, we remain doubtful as to whether he can win the election in 2012.
