Turnout in the key Estado de México elections on July 3 reached just 43.5%, according to local press, well below the level expected by the state's national electoral institute. While participation was likely hampered by poor weather conditions, it was almost 10 percentage points below the 2009 mayoral and congressional elections, and could well be a sign of an electorate growing increasingly disillusioned with the electoral process.
