Outlook For Reform Only Slightly Improved
May 2011 | Economic AnalysisWhile political and economic reform proposals outlined in Cuba's most recent Communist party congress are encouraging, we do not expect significant progress in the medium term, particularly as change still appears to be driven primarily by economic necessity. The island is highly likely to remain a one-party state for the foreseeable future, and the shift towards greater private sector economic activity will be very gradual.
